The USA is believed to be the main 'consumer' of illicit drugs in the world, so it's logical to view
its streets and highways as a likely way to transport controlled substances.  Yet with the 
reputation that highway interdiction efforts have received over the years, with accusations of
'discriminatory profiling' being all too common and causing controversy, it's important that
officers be aware of those tactics and techniques that can enable a safe and ethical interdiction
in support of their enforcement efforts.  This training will review strategies useful for targeted,
principled and tactically sound interdictions, and how to avoid acts of discriminatory profiling
that have negatively affected commonly targeted drug interdiction efforts.

THIS TRAINING INCLUDES AN EXAMINATION OF THE IMPACT - AND PROBABLE EFFECT - OF
THE SUPREME COURT'S APRIL 2009 GANT DECISION ON SEARCH INCIDENTAL TO ARREST
IN VEHICLES.

TOPICS INCLUDE:
¦ Improving observation skills to evaluate suspicious vehicles, drivers and passengers.
¦ A review of specific interview and interrogation techniques for potential suspects.
¦ Laws governing consent, inventory and probable cause search, as well as the legal guidelines  
     for using Pre-textual Stops, Plain View, Terry Frisks and Plain Feel.
¦ What Discriminatory Profiling is… and what it is not.
¦ Guidelines applicable to supportive and effective - interdiction related - narratives.
¦ A review of various Tennessee Appeals Court decisions governing interdiction and Vehicle
Forfeiture law.

This training was developed by an instructor with career-experience working interdiction investigations on
land, sea and air.  Used as a Subject Matter Expert for Drug Investigations, he has worked on local, state
and federal drug task forces where interdiction efforts were employed to identify various suspects, seize
drugs and prosecute offenders.
